Generally they are already trained to a particular master, and can quite often have problems getting close to a new owner.

Furthermore, the problem is even worse if the animal for adoption has suffered abuse at the hands of its previous owners in the past. Just like human beings, dogs, cats as well as other animals can be emotionally scarred by being brought up by abusive people, and in contrast to human beings, animals stand a very small chance of completely recovering from this early abuse.
